Basic Information about Access to the security restricted area

Cologne Bonn Airport uses security service providers to operate checkpoints. Before entering the s security restricted area, all personnel, their carried items, supplies and vehicles has to be screened. There are several personnel checkpoints at the terminals. Furthermore, there is the checkpoint Z40, the central checkpoint/Gate A, the personnel checkpoint at P5 and the checkpoint Z0 with direct access to the apron.

For screening to be performed quickly and without disrupting airport operations,

  • Please note that the security restricted area may only be entered if necessary for operational reasons and with the necessary authorisation (staff ID/vehicle pass).
  • Do not carry unnecessary items on you or in your vehicle when entering the security restricted area to not prolong screening or waiting time for third parties.

Please note that day passes can only be issued if

  • Formal approval of access to the security restricted area is granted by the company based at Cologne Bonn Airport.
  • Escort by a person with an Airport ID card is ensured at all times and stated in the application.
  • A valid personal ID or a passport is presented to the registration when picking up the Airport ID card. Other documents (driver’s license or residence permit) cannot be accepted.

    Issuance of an Airport ID card requires:

    a) Passing a background check under Section 7 of the Aviation Security Act [Luftsicherheitsgesetz (LuftSiG)]:

    Do you have an official certificate?
    Please include it with your “Airport ID Card” application form.

    You don’t have an official certificate?
    Please request an official background check using the “Background Check” application form.

    b) Security Awareness Training under  Aviation Security Training Directive [Luftsicherheits-Schulungsverordnung (LuftSiSchulV)]:

    Do you have an security training certificate?
    Please include it with your “Airport ID Card” application form.

    Please schedule an appointment for the necessary training here.

    c) Presenting a valid personal ID or passport when picking up your Airport ID card:

    A valid personal ID or a passport must be presented to the registration when picking up the Airport ID card. Other documents (driver’s license or residence permit) cannot be accepted.

    Important application notice (please read first).

    Entry into the security area must always be formally applied for individually and for each vehicle and for each calendar year.
    The issuance of a formally applied for and approved vehicle pass can only be made to a person in possession of an airport ID card.

    Extension of Validity Vehicle ID Security Area:

    The validity of a Vehicle ID that has already been issued and is present on the vehicle can be extended for the new calendar year. For this purpose, the following application form "Extension of  Validity: Vehicle ID Security Area" must be used.

    Important: All required documents (vehicle registration certificate, proof of insurance when driving on the apron) must be submitted again with this application.

    Registration of a new vehicle or change of vehicle/ license plate/ windshield:
    For vehicles that do not yet have a vehicle ID or for new vehicle registrations as well as for a vehicle change, license plate change or windshield change, the application form "Application for new vehicle ID security area" must be used.

    • Appointments can only be scheduled for one person and cannot be transferred.
    • After scheduling an appointment, confirmation will be sent to your stated email address.
    • Please follow the instructions of this confirmation for proper registration on the day of your visit.

    Outside of normal registration opening hours, requested day passes may be picked up at the back-up office at the central checkpoint (a few meters next to the registration / “Gate A”).

    If you completed a background check, 1 – 2 weeks. If a background check has to be requested from the Düsseldorf Regional Government [Bezirksregierung], processing may take several weeks. An exact time cannot be specified.

    For further information as an applicant, please contact the Düsseldorf Regional Government directly.
     

    16 weeks after submitting your application. This deadline is specified under “General Information” on page 10 of the Airport ID card application.

    You must pick up your Airport ID card in person.

    A valid identification document (personal ID or passport and, in case of a foreign passport, residence permit) must be presented to the registration when picking up your Airport ID card.

    The loss/theft must be reported immediately to the Central ID Office/Registration under +49 (0) 22 03 – 40-4888 or, if outside office hours, +49 (0) 22 03 – 40-3000 to the Security Headquarters at Flughafen Köln/Bonn GmbH. Additionally, for any lost or stolen ID-card a written loss/theft report must be submitted to the Central ID Office/Registration as well as a new ID application to the Central Identification Office/Registration.

    Lost vehicle ID cards or keys must also be reported via the loss report.

    Airport ID-cards, vehicle IDs and keys issued by Cologne Bonn Airport are property of Flughafen Köln/Bonn GmbH. A loss of it is to be reported immediately and in writing to the airport security.

    Due to new legal EU requirements, the Cologne Bonn Airport is required to intensify airport supply checks. From 29 April 2012 on, all airport supplies must therefore be checked to 100%.

    This Internet page provides all essential information about “airport supplies,” including a list of answers to your questions and all required forms.

    Definition of “Airport Supplies”

     

    Under Regulation (EU) 2015/1998, airport supplies mean all items intended to be sold, used or made available for any purpose or activity in the security restricted area of airports, other than “items carried by persons other than passengers.” This does not include air cargo or airmail.

    Since 29 April 2019, suppliers of airport supplies have had 2 options for delivering supplies to sensitive security areas of the Cologne Bonn Airport:

    1. Supplies from a “known supplier”
      For “known suppliers” of airport supplies, goods supplies are not checked before their transfer to the sensitive security area. To obtain this status, please contact the persons below. This is required for a corresponding application to be submitted to the Flughafen Köln/Bonn GmbH. If the requirements are met, the airport operator will approve the application and award the supplier the status of a “known supplier.”
    2. Supplies from an “unknown supplier”
      If no “known supplier” status is awarded, goods deliveries must be fully checked at the airport before being transferred to the sensitive security area. “Unknown suppliers” may not deliver goods to the security area themselves, unless the goods are non-controllable goods. The status of each delivery will be decided by airport security.

    The Flughafen Köln/Bonn GmbH will establish the facilities to adequately handle goods of unknown suppliers and perform the necessary checks by constructing a new central incoming goods and cargo point. The subsequent transfer of the goods to the purchaser/recipient in the sensitive security area will be performed by the Flughafen Köln/Bonn GmbH. Alternatively, the purchaser/recipient may pick up the goods at the central goods inspection and cargo point.

    Note: Supplies for terminal areas may continue to be transferred to the security areas of the terminals through the personnel and goods inspection points.

    The general checkpoint for supplies which must be accessed by all suppliers is on the Kriegerstraße at the CBCC (Cologne/Bonn Cargo Center).

    Training

     

    Persons other than passengers requiring unescorted access to security restricted areas at airports (who passed the required background checks) must receive security awareness training under Chapter 11.2.6 of Regulation (EU) 2015/1998. This training corresponds to that required under Chapter 11.2.6.2 of Attachment 9-A of Regulation (EU) 2015/1998.

    This means that this training is required for an Airport ID card. However, this training is not required for persons under Chapters 11.2.3 – 11.2.5 and 11.5 of Regulation (EU) 2015/1998.

    We offer the following training:

    • Specific training for persons with general responsibility at national or local level for ensuring that a security programme and its implementation meet all legal provisions (Security manager) under Chapter 11.2.5 of Regulation (EU) 2015/1998 for known suppliers, 34 lessons (classroom)
    • Specific training of persons implementing access controls, surveillance and patrols under Chapter 11.2.3.5 of Regulation (EU) 2015/1998 for the airport operator, 30 lessons (classroom)
    • Persons other than passengers requiring unescorted access to security restricted areas under Chapter 11.2.6 of Regulation (EU) 2015/1998, 4 lessons (classroom and computer-based training online, also available in English)
    • Training of persons implementing security controls for airport supplies other than screening under Chapter 11.2.3.10 of Regulation (EU) 2015/1998, per person, 7 lessons (only computer-based training online)
    • Further training and retraining may be scheduled

    An Airport ID card requires a certificate of theoretical training. Third-party certificates must comply with the requirements of Chapter 11.2 of Regulation (EU) 2015/1998.
